7 lecture units required!
The transition toward democracy in Albania is having a lot of challenges. Basically these challenges can be summarized in topics like the respect of human rights, rule of law, corruption, etc. In recent years one relevant issue that is determining the Albanian political arena is the quality of the political leadership. The extreme populism that is now a powerful political tool, combined with the electoral system based on regional proportional formula with closed list, has produced a poor leadership, with poor academic and professional background and which is more often a criminalized leadership. Concretely in the Albanian Parliament there are members with international criminal records. The international partners like European Union, OSCE or the United States of America, are continuously paying attention to this issue and making calls for a deep reform. This effort that is coming from outside and inside the country is called “the decriminalization of the parliament”, which means the deputation of the Parliament from some exponents with supposed criminal records. This deputation should come as a result of an institutional reform, but above all, as a result of a common willingness. The teaching material aims to bring to the attention of the students, the problem of the leadership model that is determining the political area in Albania. The students will learn about this interesting topic through discussions, brain storming, open lessons with a stakeholder, a questionaire and will summarize their findings in a research paper.

The teaching material aims to bring to the attention of the students the problem of the leadership model that is determining the political area in Albania. The media is speaking and publishing a lot but not enough about this problem.

Firstly, the problem will be discussed among the students. Based on the information that is disseminated through the mass media, the students will identify the most important elements and characteristics of the political elite in Albania. At the same time there will be a discussion on the leadership theory that already exists.

Through brainstorming, the students will be able to define what the factors are that have produced such phenomena and in what way it is influencing the Albanian performance of governance.

At this point students will bring to class some very clear examples of populism tools that are use in the political arena. They will disucss how much this populism is believable.

Secondly the students will have an open lesson with a representative of the Institute for Democracy and Mediation where they will receive some information on what the recent studies are saying about this problem. Taking into consideration these studies and their results, the students will decide the topics for new research to be carried out. In collaboration with the professor the students will create a questionnaire.

The students together with the professor will decide how many questionnaires will be distributed, and in what kind of area. The questionnaire will be distributed in different locations, not only in Durrës and Tirana, but also in rural areas, basically in the areas where the students live.

At the end the students will find out the results of the questionnaires and will write a research paper.

Integration of Social Stakeholders
The stakeholder that will be involved directly with this teaching material is the Institute for Democracy and Mediation. This institute will be involved in the first and in the last section.
In the first step they will give some points (ideas) for research. In the last step they will be involved in the dissemination of the results. The results will be published to the University's website, to the website of the IDM and possibly in any national media in Albania.
The IDM expert and the student will discuss together how to disseminate the results.
– It elaborates a very actual problem in Albania
– It makes the students to think about a problem and how to resolve it
– It gives the student the basic idea of sustainable development through the connection science-society
– It gives to the student the idea that “they can change the reality”
- It will be a challenge disseminating the results
- How the results of the research will influence the political elite is not well defined
